Is it Lew Ayres? If so, he was the governor in "Cocoon," Dr. Haig in "Anyone Can Build a Bomb" and Commander Blackwell in "Legacy of Terror."

Well, I thought he looked like Lew Ayres. And H5O's hint helped a lot. I knew that Lew Ayres was the governor in "Cocoon" and Dr. Haig in "Anyone Can Build a Bomb." I had to look up the last one, though.
