Here's the answer to Question 4:
Filer went to the jewelry store at closing time. With tempting money in hand, he persuaded the shop keeper (Galen Kam) to admit him. He promptly locked the store's staff in another room and proceeded to steal jewelry. If that wasn't enough, he called McGarrett to report the robbery, then again from a pay phone on the sidewalk while McGarrett was in the jewelry store, investigating. What a thief!
